affection and I feel almost a bit 'of tenderness for all who draw up plans for territorial strategies in the Italian Mezzogiorno. I say this with sad sarcasm, but with the utmost respect for the year made (past and present) from those who have applied with skill, beyond good and evil that lurks in the various Local Authorities in more than 50 combinations geo-economic South, even more of our respect and admire many of them, in a region such as Puglia, institutionally higher-order to its various contexts, multi-municipal - which add up to very large areas 10 - should harmonize and finalize - not a hierarchy! - Objectives, plans, solutions and services, including runs a logical thread of Ariadne.
A year-end was greeted with a triumphalist financial excerpt of 340 Million the promised (but still far FAS funds) that would allow the launch of these local strategies. The challenge of the interaction between a planning
"high" and "down", the democratic process of choice and the quality of the ideas shared "network" should be traceable in the documents which mark the launch of a strategic start-up, whose purpose would be to at least some improvement to what did in the previous 2000-2006 program (in fact we are talking about, in 2010, the new 2007-2013 cycle - sic!).
HOWEVER, I WILL THIS IS THE THREAD OF ARIADNE ME LOST: I have not seen or known or not are intellectually capable.
But I'm only an example to all, in tune with the strings of the harp (I hope not forgotten) of this blog.
I read in the resolution of the Region of Puglia that the line of public digital 1.5 is funded for 15 million euros (in all areas large!), But if I try to cross this with the individual proposals of Commons meeting go crazy .. also because no planning document mentions a local minimum coordinate intelligible (what? how? when? but especially because?) of these pieces of ICT programs vaguely recognizable as such.
Again, I can be a bit clouded, or simply uninformed. But I could repeat this sull'INESSENZIALITA critical reasoning 'and fluffy LIGHTWEIGHT' that public spending on the majority of the action lines.
On this level, we just do not! It is not just a disease of Puglia, it is clear! E 'endemic Programmator illusion that leads to design network programming without a national center responsible .... without which, as demonstrated by East Germany and 'Ireland, our South is lost anyway.
Should we not tell the truth about the proper methodology - single, centralized - which would improve the quality 'of the spending of EU funds? I know .. not a popular theme, this, at election time ..!
