Italy is in a tragic delay on everything, especially on universal access to broadband, and has already agreed to use the digital dividend to redo only TV ... .. Ugh!
Reference to part of the package for Telecom a clear understanding of the mock Italian and my indignation about: the use of radio spectrum.
remember that the Directive states that:
.... a series of scenarios of supply and demand of
frequency spectrum for a period of 15 years from 2012. The result is that the opening of a portion of the digital dividend, ie the sub-band 790-862 MHz, services wireless broadband by 2015, all Member States and in conditions of common use, would create added value of at least € 17 billion, compared to what would be achieved by individual national initiatives, a value that could reach 44 billion euro according to the pace of development of wireless broadband services in the sub-band.

And this is something I care much more than the needless multiplication of national TV!
But in the directive are also INTERSTITIAL whitespace between the bands of the spectrum! And that would open in the native country of the revolution of the Marconi cognitive radio (a theme dear to this blog!)
